The Department of Community Development is under the immediate direction of the Community Development Director.
The department administers and coordinates the activities of the Planning Commission Board and of the Hearing Officer.
The Department major functions are:
Economic Development:
The economic development function has several purposes: job creation; job retention; stabilization or increase of the local tax base; and job diversification.

Zoning:
Another major function related to economic development is zoning. Zoning classifies various parcels of land into specific classifications within the city. Each classification represents a list of permitted uses along with regulations on what the land can or cannot be used for. Following a comprehensive plan, zoning regulations are enacted to protect property within the community from negative economic, physical, social impacts of other neighboring land uses.
Some of the daily zoning responsibilities includes reviewing site plans and information for conformance with zoning regulations and then issuing the necessary zoning permit, development and implementation of ordinances. Examples of information reviewed include: building setbacks, minimum lot size, number of required parking spaces, landscape and buffer requirements, sign requirements, floodway zones, zoning appeals, rezoning, and annexations.
Other duties and responsibilities of the department include making inspections to insure that all approved plans are conforming with regulations
Planning:
The Department is responsible for short and long range planning including the development and updating of a comprehensive plan for the development of the community.
Building (Inspections):
The Building Inspection Division inspects construction activities, enforces state and local building code regulations and related codes and ordinances.
The Building Code sets minimum construction standards for new buildings as well as for additions to and remodeling of existing buildings. Every building permit application is reviewed to ensure compliance with the appropriate building code.

The Community Development Director acts as the staff liaison to Ontario’s seven-member Planning Commission. This position
researches and prepares staff reports for land use planning actions; reviews building permit applications for compliance with
city zoning ordinances; advises applicants, architects, builders, contractors and the general public regarding development
policies; and researches and prepares amendments to development regulations and the comprehensive plan.

Building Official -- Dwayne Holloway (541-881-3220)
The Building is responsible for enforcement of state construction
codes and related city ordinances. He coordinates building activity with other divisions and assists in budget
preparation and collection of construction fees; communicates a wide range of technical information and suggestions
for developers and fosters an environment of cooperation.

Planning Technician -- Marcy Skinner (541-881-3224)
The Planning Technician is the first point of contact between the
public and the Department. This person can assist with any help or information you might
need in making your planning, zoning, or building decisions. You may ask for forms,
records, or to schedule time with the Director or Building Official.
